I gave her the bouquet and raised her hearts to 10 but it has been around 20 in game days and she still has not sent me a letter to tell me to come to the spa. I have continued to give her gifts but nothing is triggering. I missed Emily's 10 heart event, then it rained the next day, but I went to the Secret Woods after 10:00 PM on the following night and it happened, so it should be the same for everyone as long as you follow the instructions as to where to go and what time.
